For the person who wants more places to visit, more variety and choices in terms of accommodations including house rentals then Phnom Penh is the top choice in Cambodia.
If you are ok with a smaller town setting and prefer to be able to get around town more easily and quickly then Siem Reap is the top pick in Cambodia. The cost of living is lower here plus a more relaxed, slower paced setting where it is easier to meet retiree's from around the world.
